Advancement to position up to GS-5 - Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Examples of specialized experience are receiving and analyzing prosthetic request forms, determining legal eligibility and medical entitlement for prosthetic items and services, authorizing and preparing complex purchase orders, coordinating the delivery of home medical equipment, ensuring that funding allocations for the Prosthetic and Sensory Aids Service line reflect correct expenditures and balances. Computing total costs and resolves any discrepancies with vendors. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:
1. Knowledge of ordering and purchasing regulations, methods, procedures & business practices.
2. Ability to Interpret and apply pertinent laws, regulations, policies and precedents pertaining to Prosthetic equipment.
3. Ability to work independently (use good judgment, set priorities and organize and adjust work flow to meet emergent needs and deadlines.
4. Skill in the use of a variety of computer systems and programs.
5. Ability to communicate orally with people of varying backgrounds and levels of understanding.

Applicants may substitute education for the experience required for the GS-05 level. To qualify based on education, applicants must have 4 years above high school.
OR
Applicants may also combine education and experience to qualify at the GS-05 level.
